As far as I know, the purchases are stored in your Google/iOS account, so you can switch your device without having to buy maps again, as long as it has the same OS.

Please note though that you can only use the program on a different device with the same OS. So iOS apps can be transfered for free to other iOS devices and vice versa for Android OS. You cannot put iOS apps purchased in iTunes to Android OS devices.
