GPS Nav&Maps 4.1 has permission for "Approximate location (network-based)" but isn't using it as it can't locate me without GPS. I'm pretty sure it worked in the previous version. Google Maps locates me without problem using the network. Anyone else find this? Using Android 4.4.2 on a Nexus 4.

Alan

Update: restarted the phone and it works properly! Sorry, should have tried that before :-(

As an explanation. Netzwork-Based location is GPS-A (assisted GPS). With this technology, your phone is located via triangulation. This is not very exactly, in cities ~500m.
But it did not need GPS data and therefore saves much energy. It is often used for weather apps, etc.
That's why network-based-location is one of the privileges skobbler needs.
